If you are asking if the username can be undeleted so that you may trade it, that is against Dreamwidth's Terms of Service because your account would never be secure from someone taking it over later.
The account is currently deleted, but not purged. The purges don't happen frequently, but once it does you could certainly use a rename token to get the username.
